Initiated in 1989 and established in 2014, the Luxembourg Institute of Socio-Economic Research (LISER) is a public research institute located in Luxembourg under the supervision of the Ministry of Higher Education and Research. LISER’s missions are to undertake both fundamental and applied research in social sciences that aim to advance knowledge, support public policy both at the national and European level and inform society. LISER contributes to the advancement of scientific knowledge in social and economic matters across the activities of its three research departments "Living Conditions", "Labour Market" and "Urban Development and Mobility". In parallel, the institute aligns itself with national and European priorities and fosters interdisciplinarity by focusing its research work on three priority research programmes: “Crossing Borders”, "Health and Health Systems" and "Digital Transformation".
LISER hosts two complementary infrastructures, key drivers of its research development and excellence: Data Centre and Behavioural and Experimental Economics. This allows LISER to offer academic expertise in the conception of surveys, experiments and the collection of data as well as reinforce LISER’s capacity to respond in the best possible way to the research needs of its partners and maximize the impact of its research on society.
LISER aims to be an internationally recognized socioeconomic research institute specializing in the analysis of societal changes. Through its inter-and-multidisciplinary research, it makes a proactive and targeted contribution to the sustainable and inclusive development of societies at the national and international levels.
LISER has ample experience to conduct research projects financed by grants from the European Commission Framework Programmes, H2020, the National Research Fund (FNR) of Luxembourg and international cooperation funds from FNR and other countries such as Switzerland (SNF) and Belgium (F.R.S- FNRS). LISER has also applied projects for European institutions: the European Commission, the European Social Fund, and European Agencies (Cedefop, Eurofound, etc.). LISER also supports the Luxembourgish government with numerous policy analyses, including labour market and social policies. The Institute’s staff consists of about 180 employees (including a survey and data center), more than 50% of the staff being researchers, mainly from the fields of economics, sociology, and geography. At LISER, research in the Labour Market department focuses on the impact of public policies on employment and the relations between employers and employees in the context characterised by high cross border mobility and growing digital transformations. The dissemination of the research contributes to design impactful public policies and to enlighten society.
